Accessing Town Meetings
In compliance with the Americans with Disabilities Act, if you need special assistance to attend or participate in a Town Council meeting, please contact the Town Clerk's office at townclerk@townofwindsor.com. Notification at least 48 hours prior to the meeting will assist Town staff in ensuring reasonable accommodations are made to provide accessibility to the meeting.
As a public service to the community, Town Council meetings are held in-person, virtually via Zoom, at https://townofwindsor.zoom.us/j/89338659973 or by dialing 877-853-5247 and entering Zoom Webinar ID: 893 3865 9973, are televised on Comcast Cable Channel 27, on AT&T U-verse Channel 99 and live webcasted at http://townofwindsor.com/721/Agendas-Minutes-Videos.
Effective March 1, 2023, if a technical issue arises with Zoom or the phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Assembly Bill 2449. Alternative viewing options are listed above.
Town Council Agenda staff reports are now available on the Town's website (www.townofwindsor.com). If an Agenda item has not been highlighted, no written report is available. (Please note that some of these reports may be large documents requiring a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
Approval of Minutes
Approve the regular Town Council meeting minutes of June 21, 2023, and the special joint Town Council and Windsor Unified School District Board of Trustees meeting minutes of June 26, 2023.

Adopt a resolution adopting amendments to the Master Fee Schedule and updating the Inclusionary Housing in-Lieu Fee, and Development Impact Fees.
Professional Services Agreement with Woodard & Curran
Authorize the Town Manager to execute a Professional Services Agreement Woodard & Curran for a Water System Corrosion Control Optimization Study for an amount not to exceed $278,400 and authorize the Town Manager to execute said agreement and approve contract documentation and amendments up to the authorized budget and scope of work on behalf of the Town.
Acceptance of Work for the Windsor Senior Recreation Center Renovation
Adopt a resolution accepting the contract work performed by DMR Builders, Inc. for the construction of the Windsor Senior Recreation Center Renovation Project and directing the Town Clerk to record a Notice of Completion.
General Plan – Annual Progress Report
Receive a report on the General Plan Annual Review 2022 which must be submitted to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research (OPR) annually.
Town of Windsor Investment Policy for Fiscal Year 2023-24
Adopt a resolution approving the Town of Windsor Investment Policy for Fiscal Year 2023-24.
Integrated Pest Management Policy Exemption Extension
Adopt a resolution approving a two-year extension to the exemption to the Integrated Pest Management Policy for pesticide application for Town-owned streetscape landscape areas for a pilot program.
Professional Services Agreement with ZFA Structural Engineers
Approve a Professional Services Agreement with ZFA Structural Engineers for seismic and structural evaluation services in the amount of $81,000 and authorize the Town Manager to execute said agreement on behalf of the Town.
2023 AV System Upgrades
Approve Amendment No. 1 and Task Order No. 3 of the Master Professional Services Agreement with PCD, Inc. for Audio Video (AV) System upgrades in an amount not-to-exceed $165,420 and authorize the Town Manager to execute the amendment and Task Order on behalf of the Town.
Acceptance of Work for the Windsor River Road and Windsor Road Intersection Improvements Project
Adopt a resolution accepting the work performed by Ghilotti Construction Company, Inc. for the construction of the Windsor River Road and Windsor Road Intersection Improvements Project and directing the Town Clerk to record a Notice of Completion.
Agreement with Sonoma Water for Funding of Recycled Water Design Project
Authorize the Town Manager to execute an agreement with Sonoma Water to access funding for Recycled Water Design Project and authorize the Town Manager to execute future agreements with Sonoma Water, permitting Sonoma Water to contribute additional funds to the Recycled Water Design Project.
Approve a Purchase Agreement with Trojan Technologies for the Water Reclamation Facility Ultraviolet Disinfection System
Approve a purchase agreement with Trojan Technologies (Trojan) for ultraviolet (UV) disinfection system equipment including startup and State permitting assistance in the amount of $1,480,586 and authorize the Town Manager to execute said agreement and additional amendments up to 15% of the original agreement amount, for a total not to exceed $1,702,673.90.
Windsor Chamber of Commerce and Visitors Center Agreement
Approve a Professional Services Agreement with the Windsor Chamber of Commerce to operate the Visitors Center for Fiscal Years 2023-24 and 2024-25 in a total amount not to exceed $85,000 per year and authorize the Town Manager to execute the agreement on behalf of the Town.
The Engine is Red Professional Services Agreement
Approve a Professional Services Agreement with The Engine is Red for on-call creative services in an amount not to exceed $47,000 and authorize the Town Manager to execute the said agreement on behalf of the Town.
Authorized Positions and Salary Schedule Update
Adopt a resolution approving the list of authorized positions, salary schedule, establishing a new position and abolishing previously adopted salary schedules.
